These experiences shaped her belief that it’s possible to advocate for victims while still protecting due process. For Phoebe, “Justice for All” means applying the law consistently, treating people with dignity, and ensuring the courtroom remains a place of seriousness and respect—because public trust in the justice system depends on fairness, not politics.

Phoebe’s career reflects a lifelong commitment to public service and community safety. She came to California to serve with City Year and worked her way through law school as a server and bartender, gaining real-world experience both inside and outside the legal field before becoming a prosecutor. As a mother raising three daughters in San Francisco, she understands firsthand the importance of safe neighborhoods. Phoebe believes judges play a vital role in maintaining strong, stable communities by applying the law thoughtfully and without politics.
Phoebe brings 15 years of broad courtroom experience across both criminal and civil law. She has prosecuted cases involving domestic violence, elder abuse, financial exploitation, public corruption, and violent crime, while also handling complex civil litigation and public integrity matters. Having taken cases to verdict, she understands trial strategy and effective courtroom management. With this depth and range of experience, Phoebe is prepared to serve on the bench from day one.
